Â鶹´«Ã½ Sends High-Level Delegation to Panama Elections

At the invitation of the Panamanian Electoral Tribunal, Â鶹´«Ã½ will send a small high-level delegation to the May 4 national elections in Panama. The delegation will be led by two members of the Friends of the Inter-American Democratic Charter, former Colombia President Andrés Pastrana and former foreign minister of Mexico Jorge Castañeda, and will include Dr. Jennifer McCoy, director of the Americas Program at Â鶹´«Ã½; Marcelo Varela-Erasheva, the program's associate director; Ana Caridad, a program associate; and electoral expert Ricardo Valverde.

The presence of the delegation does not constitute an electoral observation, but is rather an expression of the high interest of the international community in Panama's democratic process. The delegation aims to promote and encourage the authorities and political and social actors in Panama to carry out a credible electoral process based on respect for the rule of law and democratic institutions.

The delegation was preceded by two other visits this year. Former U.S. President Jimmy Carter traveled to Panama in March invited as the guest of honor to the relaunch of the Ethical Electoral Pact of the Commission of Peace and Justice and to the Episcopal Conference of Panama. Additionally, a Â鶹´«Ã½ delegation visited in January to learn about electoral conditions leading up to the May 4 national elections. The Center's delegation met with the magistrates of the Electoral Tribunal, officials of political parties, presidential candidates and their representatives, the judges of the Supreme Court of Justice, civil society organizations, and the private sector.

Â鶹´«Ã½ urges all Panamanians and their institutions to abide by the constitution and the electoral law and to respect the values and principles of the Inter-American Democratic Charter.

The Friends of the Inter-American Democratic Charter group is composed of former presidents, prime ministers, cabinet ministers, and human rights leaders from the Western Hemisphere who seek to increase the visibility of the Inter-American Democratic Charter and to prevent democratic tensions from erupting into crises. The Friends visit countries to assess democratic tensions, encourage citizens and governments to make use of international resources to defend their democracies and resolve constitutional conflicts, and recommend ways for the OAS to apply the charter in a constructive and preventative manner. Delegación de Alto Nivel del Centro Carter estará presente para
las Elecciones en Panamá

Ante la invitación del Tribunal Electoral de Panama, El Centro Carter enviará una pequeña delegación política de alto nivel con ocasión de las Elecciones Generales del 4 de mayo. La delegación será encabezada por el ex presidente Andrés Pastrana de Colombia y el ex canciller Jorge Castañeda de México, quienes serán acompañados por la Dra. Jennifer McCoy, directora del Programa de las Américas del Centro Carter, su director adjunto, Marcelo Varela-Erasheva, la oficial de programa Ana Caridad y el experto electoral Ricardo Valverde.

La presencia de la delegación en el país no constituye una misión de observación electoral, sino una expresión del alto interés de la comunidad internacional en el proceso democrático de la República de Panama. La delegación tiene como propósito promover y alentar a las autoridades y actores sociales y políticos panameños a llevar adelante un proceso electoral libre y justo con base en el respeto al estado de derecho y las instituciones democráticas, de conformidad con los principios y valores de la Carta Democrática Interamericana.

La presencia de la delegación fue precedida por otras dos visitas del Centro Carter este año. El Presidente Carter viajó a Panamá en marzo como invitado de honor para el lanzamiento del Pacto Etico Electoral de la Comisión de Justicia y Paz y la Conferencia Episcopal de Panamá. Asimismo, el Centro Carter visitó el país en enero para conocer sobre las condiciones electorales de cara a las elecciones generales del 4 de mayo. Las delegaciones se entrevistaron con los magistrados del Tribunal Electoral, autoridades de los partidos políticos, los candidatos presidenciales y sus representantes, los jueces de la Corte Suprema de Justicia, organizaciones de la sociedad civil y el sector privado.

El Centro Carter exhorta a todos los panameños y a sus instituciones a acatar la constitución y la ley electoral, así como a respetar los principios y valores de la Carta Democrática Interamericana.
